Rosfinmonitoring List of Terrorists and Extremists is maintained by the Federal Financial Monitoring Service of the Russian Federation (Rosfinmonitoring), Russia's financial intelligence unit created by President Putin in 2001. Russian banks must freeze assets of listed individuals and halt financial services.
