Entities are designated due to concerns that end-use or end-users may be linked to the development or production of weapons of mass destruction (WMD), including nuclear, chemical, or biological weapons, or related military applications.
The list includes entities from China, Russia, Iran, Pakistan, Myanmar, North Korea, and other countries involved in proliferation activities. A license from Taiwan's International Trade Administration is required to export strategic high-tech goods to any listed entity.
Major designees include Huawei Technologies, SMIC, and various entities associated with weapons programs.
