China-AFSL is China's Anti-Foreign Sanctions List, maintained under the Anti-Foreign Sanctions Law, currently naming 2 designated persons whose assets must be blocked or frozen — a critical dataset for cross-border payment screening involving Chinese counterparties.
China AFSL Countermeasures List contains entities subject to countermeasures under China's Anti-Foreign Sanctions Law (2021). This includes financial institutions and companies from countries that have imposed sanctions on Chinese entities. Currently includes Lithuanian banks (UAB Urbo Bankas, AB Mano Bankas) designated in August 2025 in retaliation for EU sanctions on Chinese banks. Prohibits all Chinese entities from conducting transactions, cooperation, or financial activities with listed entities.
This is a high-priority sanctions list. Entities on this list are typically subject to full blocking/freezing measures. Persons and entities under applicable jurisdiction are generally prohibited from dealing with listed parties. Assets may be frozen and all transactions are typically blocked.
