Israel's terror-finance list moved and dropped its ID column

Ohmyfin Editorial Team

If you screen against Israel's terror-finance designations, your download job probably reads two XML files that the National Bureau for Counter Terror Financing (NBCTF) published on nbctf.mod.gov.il. In October 2026 the bureau moved to a new website, and the old addresses now redirect to its home page with status 200: a job that does not look at what it received gets a web page and a success code.

What changed in October

We last received the files as XML on 4 October and found them gone on 9 October. The list is now an export on matal.mod.gov.il, CSV or Excel only. Between 11 and 18 October the export lost its Id column, so persons carry no number of the bureau's own. By 5 November it held designated records only: persons went from 2,073 records to 456, organisations from 495 to 444, and no designation left.

The Ministry's announcement of 1 November presents a new portal and an API, and mentions none of this. OpenSanctions adapted to the new site on 6 October; we found no report of the three changes.

What a download job can check

The export answers a client that loads the page, keeps its cookie and posts the form with its token. An answer of type text/html ending on matal.mod.gov.il is the home page, not the list. English name plus designation date is unique for all 456 persons today, a key to re-check on every file. The fall to 456 records is not a mass de-listing: ended designations stay in the file, marked in its Status column.

Where this comes from

Ohmyfin reads the official publications of the sanctions lists it screens against every day. Observations of 4 October to 5 November 2026.
