CNY (Chinese Yuan)
Convertibility
Partially convertible
The Chinese yuan (renminbi, CNY) is a managed currency: current-account transactions are freely convertible against documentation following IMF Article VIII acceptance in December 1996, but the capital account is tightly controlled; the yuan trades within a daily band of about plus or minus 2 percent around a PBOC reference rate, and offshore yuan (CNH) can move separately from the onshore rate.
Currency controls
Strict (capital account)
SAFE administers foreign exchange; individuals may convert up to about USD 50,000 a year and capital-account transfers need SAFE approval or registration, and from 1 January 2026 outbound remittances above roughly RMB 5,000 or USD 1,000 face enhanced identity checks with records kept for ten years.
FATF
Full member, not listed
China is a full FATF member (since 2007, also assessed with the APG and EAG regional bodies) and is on neither the grey nor the black list, confirmed at the June 2026 plenary; its fourth-round mutual evaluation was adopted in 2019 and it remains in enhanced follow-up.
CRS / AEOI
Participating (CRS)
China is a committed CRS jurisdiction: it signed the multilateral competent authority agreement in 2015, financial institutions reported from July 2017 and first automatic exchanges took place in 2018; it has no FATCA agreement in force with the United States.
制裁
Own framework plus blocking rules
China maintains its own instruments, including the Anti-Foreign Sanctions Law, an Unreliable Entity List and blocking rules, and implements UN Security Council measures; the blocking rules can conflict with foreign sanctions compliance, and some Chinese entities are subject to US or EU designations, so screen counterparties.
Crypto / digital assets
Banned in mainland China
Mainland China prohibits crypto trading, mining and use as payment, has no licensing regime and bars banks from serving crypto business; a February 2026 measure extended the ban to yuan-pegged stablecoins and most real-world-asset tokenization; the state-run e-CNY CBDC is separate, and Hong Kong SAR runs its own licensing regime.
The central bank; it runs the CNAPS domestic clearing systems and issues the e-CNY digital yuan, while SAFE administers foreign exchange and the NFRA supervises banks. · official site
