High Priority
UAE sanctions for Local Terrorist List
UAE Local Terrorist List is maintained under Cabinet Resolution No. 74 of 2020, which establishes the framework for implementing Targeted Financial Sanctions (TFS) in the United Arab Emirates. The National AML/CFT Committee (NAMLCFTC) coordinates the listing process for terrorist persons and organizations. The list includes individuals and entities that commit, attempt, participate in, or facilitate terrorist acts, as well as those acting on their behalf.
All persons and institutions in the UAE must freeze assets of designated individuals and entities immediately—within 24 hours of designation—without prior notification to the sanctioned party. Failure to comply can result in imprisonment of 1-7 years and/or fines from AED 50,000 to AED 5,000,000. Financial institutions and DNFBPs must register on the Executive Office website to receive automated email notifications about listing updates.

This is a high-priority sanctions list. Entities on this list are typically subject to full blocking/freezing measures. U.S. persons and entities under applicable jurisdiction are generally prohibited from dealing with listed parties. Assets may be frozen and all transactions are typically blocked.
