China MOFCOM Unreliable Entity List (UEL) is maintained by China's Ministry of Commerce under the Provisions on the Unreliable Entity List (2020). It targets foreign entities that endanger China's national sovereignty, security, or development interests; violate normal market transaction principles; or discriminate against Chinese enterprises. Measures include prohibition of import/export activities with China, investment bans, entry restrictions for executives, and substantial fines (up to 2x the value of arms sales to Taiwan). The list primarily contains US defense contractors and technology companies.
